Put the Tech Level Maximums and the Tech Level Costs in the "tech.txt" file. Players can now edit this file to
change the tech costs or increase the highest tech level in an area.

Made the "Comps.bmp" and "Facility.bmp" files external to the game. Now players can edit the existing pictures
or add new ones. This is used in conjunction with the SE3 Editor.

Provided support for the data files that the SE3 Editor produces.
